Vancouver as beachhead

BC leads Canada in EV adoption and has the most advanced AV regulatory framework. We're building our first exclusive infrastructure agreements here — with EasyPark, Impark, Indigo, and others already in conversation.

We've identified and are actively engaging the key operators across Vancouver's high-density urban parkade network. Flock handles permitting, electrical, and installation — partners sign the exclusives.

Regulatory window is open

Canada's AV commercial approval is tracking within an 18-month horizon. The operators who sign infrastructure agreements now lock out competitors before the market materialises. That window doesn't stay open.

Canada's regulatory structure is a genuine advantage. Unlike the US, where AV rules fragment state-by-state, Canada's federal-provincial coordination creates a faster, cleaner path to commercial approval — and a more defensible first-mover position.

We build and operate EV charging and vehicle cleaning hubs inside existing Canadian parkades. Flock manages the entire process — permits, electrical infrastructure, installation — in exchange for long-term exclusive agreements with parkade operators.

Every autonomous EV operator entering Vancouver uses our network. We don't pick winners. We built the road they all drive on.

Owning the vehicles that will run on our infrastructure.

A vehicle acquisition fund acquiring Tesla FSD-equipped vehicles and Cybercabs ahead of Canadian commercial approval. These assets operate inside Flock's own infrastructure network — vertically integrated from day one.

Cybercab production is constrained at roughly 3–4 million units globally. Fleet demand will far outstrip supply. We're acquiring at today's prices for tomorrow's economics.
